WELCOME TO THE EURO MENA DIALOGUE

Aix-Marseille University and its Institute of Public Management and Territorial Governance, at the initiative of the Euro-Mediterranean Dialogues, more than ten years ago, are pleased to see the development of the EURO MENA Dialogues, two years ago in Oman and now in Granada.

The choice of this city is not neutral: it is, first of all, linked to its history but also to the presence of the Euro-Arab Foundation, which is surely one of the most beautiful European institutions, driven by a desire to bring these two great spaces closer together. The theme of the city is not only current, but also an area that public management must invest again and again, because it is about the well-being of the lives of our citizens, by integrating the major economic and sociological challenges of tomorrow.

We also wanted, with GEAP, to introduce a debate on the public management paradigm and EURO MENA. We are well aware with public management that scientific approaches are not globalist but must be linked to our living spaces, the roots of our territories and the sociology of the actors.

It is with pleasure that we will welcome each of you to dialogue and share a vision; I hope a common one, of our public spaces.

Aix-Marseille Université et son Institut de Management Public et de Gouvernance Territoriale, à l’initiative des Dialogues euro-méditerranéens, il y a plus de dix ans, sont heureux de voir se développer les Dialogues EURO MENA, il y a 2 ans à Oman et aujourd’hui à Grenade.

Le choix de cette ville n’est pas neutre : il est, tout d’abord, lié à son histoire mais aussi à la présence de la Fondation euro-arabe, qui est sûrement l’une des plus belles institutions européennes, animée d’une volonté de rapprochement de ces deux grands espaces. Le thème de la ville est, non seulement, actuel mais aussi un domaine que le management public se doit d’investir encore et toujours, car il en va du bien-être de la vie de nos citoyens, en intégrant les grands enjeux économiques et sociologiques de demain.

Nous avons souhaité, par ailleurs, avec le GEAP, introduire un débat autour du paradigme management public et EURO MENA. Nous savons pertinemment avec le management public que les approches scientifiques ne sont pas mondialistes mais doivent être rattachées à nos espaces de vie, aux racines de nos territoires et à la sociologie des acteurs.

C’est avec plaisir que nous accueillerons chacun d’entre vous pour dialoguer et partager une vision, je l’espère commune, de nos espaces publics.

As the president of the MENAPAR organization (Middle East and North Africa public Administration Research), it is my greatest pleasure to welcome you to the 2018 EUROMENA Dialogue on the following two topics:

  • 2018 Euro MENA 2 Dialogue Theme: “New trends in city management”

  • Euro MENA Dialogue Permanent Theme: “Governance and Public Administration Paradigms, Conceptions and Approaches in Euro MENA Zone”

During this Euro MENA Dialogue, an emphasize will be made on furthering discussions about paradigms that are presented as thoughts, patterns and premises governing the systems in which operate practitioners in the public administration and about which scholars keep investigating the shift in frameworks and models demonstrated through a reshaping of characteristics of administrative systems and practices.

Highlighting and sharing such a fundamental and international theme, this year’s dialogue will bring together practitioners and scholars that will identify and explore the different models rooted in both the Islamic/Arabic and the European public Administration and will engage with issues in various paradigms, conceptions and practices spanning from the Western to the Middle Eastern Public Administration and Public Governance.

I undoubtedly believe that the Conference will bear fruitful results and lay the firm groundwork for future development of public governance and pubic management. We look forward to seeing you in Granada, Spain on the 29th until 31stOctober 2018.

WELCOME TO THE EURO MENA DIALOGUE

Welcome to the 2nd EURO MENA, the Dialogue between the European region and the Northern Africa and Middle East region on the practice and the paradigms of Public Administration and Public Management.

Why a Dialogue? ‘Dialogue’ etymologically means ‘the word in-between’, the word that flows in both directions between one another. This Dialogue is organised because Public Administration scholars and practitioners in these two regions have a need to be in closer exchange of ideas and administrative experiences.

Why a EURO MENA Dialogue ? Because these two regions are so close, not just geographically but historically and culturally too, so much so that one contributes to defining the identity of the other, and yet they do not know each other deep enough. The dialogue is organised between these two regions because scholars and practitioners of public administration can benefit hugely from understanding each other better.

Why a Multi-level Dialogue, one that ranges from practices to paradigms in public administration? Because Public Administration is both practice, – it is practical reasoning in action – and an academic field which demands reflecting on its foundations. The Dialogue will study both the practice of effective city management and the foundations of European and Islamic public administration and what we can learn from these two administrative paradigms.

Bienvenue à la deuxième édition de l’EUROMENA, le Dialogue entre la région de l’Europe et la région du Moyen Orient et Afrique du Nord sûr la pratique et les paradigmes de l’Administration Publique et le Management Public.

Pourquoi un Dialogue ? Dialogue étymologiquement signifie « le mot entre les deux », le mot qui est en flux entre l’un et l’autre. Ce Dialogue est organisé parce que les savants tant que les opérateurs de l’Administration Publique dans ces deux régions ont besoin d’être plus étroitement en contact pour échanger des idées et des expériences d’administration.

Pourquoi un Dialogue EURO MENA ? Parce que ces deux régions sont si proches, pas seulement géographiquement mais aussi historiquement et culturellement, tant que l’une contribue à définir l’identité de l’autre, et pourtant elles ne connaissent pas l’identité de l’autre suffisamment en profondeur. Le Dialogue est organisé entre ces deux afin que les savants et les opérateurs de l’administration publique puissent en profiter de une compréhension plus en profondeur les uns des autres.

Pourquoi un Dialogue à multi-niveaux, un Dialogue qui s’étends de les pratique de gestion jusqu’aux paradigmes de l’administration ? Parce qu’Administration Publique est soit un art et profession qui se pratique, soit un sujet académique qui demande qu’on réfléchît sur ses fondations. Le Dialogue va étudier soit la pratique de la gestion des villes, soit les fondations théoriques dans les paradigmes d’administration publique respectivement européenne et islamique, et ce que nous pouvons apprendre de ces deux paradigmes d’administration.

Benvenuti alla seconda edizione di EUROMENA, il Dialogo tra la regione Europa e la regione del Medio Oriente e Africa del Nord sulla pratica e i paradigmi dell’amministrazione pubblica ed il management pubblico.

Perchè un Dialogo? Dialogo etimologicamente significa “la parola in mezzo”, la parola che scorre tra l’uno e l’altro. Questo Dialogo è organizzato perchè gli studiosi così come gli operatori dell’Amministrazione Pubblica in queste due regioni hanno bisogno di essere a più stretto contatto per favorire lo scambio di idee e di esperienze pratiche d’amministrazione.

Perchè un Dialogo EUROMENA? Perchè queste due regioni sono vicinissime, non solo geograficamente ma anche storicamente e culturalmente, al punto che l‘una contribuisce a definire l’identità dell’altra, eppure l’una non conosce l’altra sufficientemente in profondità. Il Dialogo è organizzato tra queste due regioni poiché gli studiosi e gli operatori possono trarre enormi benefici da una migliore comprensione reciproca.

Perchè un Dialogo multi-livello, un Dialogo che copre tematiche che vanno dalle pratiche gestionali ai paradigmi amministrativi di fondo? Perchè l’Amministrazione Pubblica è sia un’arte ed una professione pratica, sia un soggetto accademico che richiede che si rifletta sui sui fondamenti. Il Dialogo mira a studiare sia la pratica della “gestione delle cittá”, sia le fondazioni teoriche dell’Amministrazione Pubblica nei suoi paradigmi, rispettivamente paradigma europeo di amministrazione e paradigma islamico di amministrazione, e quello che si può apprendere da questi due paradigmi di amministrazione pubblica.

¿Por qué un Dialogo? Etimológicamente dialogo significa “la palabra entre los dos”, la palabra que es en flujo entro unos y otros. Este dialogo es organizado porque los eruditos tanto como los operadores del administración pública en eses dos regiones tienen necesidad de estar en contacto mucho más estrecho para intercambiar ideas y experiencias de administración publica.

¿Por qué un Dialogo EUROMENA? Porque estas dos regiones están tan próximas, no solo geográficamente pero también históricamente y culturalmente, tanto que una contribuye a definir la identidad de la otra, y sin embargo ellas no se conocen recíprocamente de manera bastante profundizada. El dialogo es organizado entre estas dos regiones así que los eruditos como los operadores de administración publica puedan aprovechar de un entendimiento más en profundidad uno con el otro.

¿Por qué un Dialogo a múltiples niveles, un dialogo que se extiende de las practicas operativas hasta el paradigma de administración? Porque administración pública es tanto un arte y una profesión que se practica como una materia académica que requiere que se refleje sobra sus fundaciones. El dialogo va estudiar tanto la práctica de la gestión de las ciudades como las fundaciones teóricas en los paradigmas de administración publica respectivamente europea e islámica, y lo que nosotros podemos aprender de estos dos paradigmas de administración publica.

مرحبًا بكم في ملتقى يورومينا EURO MENA الثاني ،الحوار بين المنطقة الأوروبية ومنطقة الشرق الأوسط وشمال أفريقيا حول ممارسات ونماذج الإدارة العامة.

لماذا الحوار؟ تعني كلمة "حوار" اشتقاقيًا أو اتيمولوجيا الكلمة "بين" ، وهي الكلمة التي تتدفق في الاتجاهين بين مكونين اثنين. تم تنظيم هذا الحوار لأن الباحثين والممارسين في الإدارة العامة في هاتين المنطقتين بحاجة إلى أن يكونوا في تبادل أوثق للأفكار والخبرات الإدارية.

لماذا حوار اليورومينا؟ لأن هاتين المنطقتين قريبتان جداً ، ليس فقط جغرافياً ولكن من الناحية التاريخية والثقافية أيضاً ، لدرجة أن أحدهما يساهم في تحديد هوية الآخر ، ومع ذلك لا يعرف كل منهما الآخر عميقاً بما فيه الكفاية. وينتظم الحوار بين هاتين المنطقتين لتمكين الباحثين وممارسي الإدارة العامة من الاستفادة بشكل كبير من فهم بعضهم البعض بشكل أفضل.

لماذا حوار متعدد المستويات يتراوح بين الممارسات والنماذج في الإدارة العامة؟ لأن الإدارة العامة هي في نفس الوقت ممارسة - إنه منطق عملي في العمل - ومجال أكاديمي يتطلب التفكير في أسسه. سوف يدرس الحوار كلا من ممارسة الإدارة الفعالة للمدينة وأسس الإدارة العامة الأوروبية والإسلامية وما يمكن أن نتعلمه من هذين النموذجين الإداريين.

The Euro-Arab Foundation welcomes the Euro-MENA Dialogues


It is a great honor for the Euro-Arab Foundation of Higher Studies to host in our headquarters of Granada an event of the magnitude of the Euro-MENA Dialogues on Public Management in Europe, Middle East and North Africa

The importance of this forum and the contributions derived from it, are undoubtedly linked to the objective set by our institution: to contribute to the construction of a space for dialogue and cooperation between Europe and the Arab-Muslim world

The Euro-Arab Foundation, a unique institution in the international context for its mission in the Euro-Arab area, is ruled by a board of trustees constituted by the Ministry of Science, Innovation and Universities, the Regional Government of Andalusia and the University of Granada.


Our work focuses on the promotion of cooperation in scientific, intellectual, cultural, political, economic and social fields, through the establishment of partnerships and collaborative relationship. To this end, our teams works on the preparation and realization of different projects and programs in those areas, building experts networks and platforms for debate and reflection.

Our action is undoubtedly supported by our host city. The Moorish, Jewish and Christian city where the golden age of al-Andalus reached its highest point, Granada, offers itself as the best space to address the debates on the new city challenges that will arise in this edition of the Euro-MENA Dialogues.

WELCOME TO THE EURO MENA DIALOGUE

Dear prospective participants to the EUROMENA conference,

The EUROMENA, a dialogue established between EGPA and the MENAPAR in 2016, will hold its second conference on October 30-31 in Granada, Spain. The Conference will be preceded by the MENAPAR Best Practices Workshop organized by the Institute of Public Administration of Bahrain (BIPA) and the EGPA PhD symposium organized by “l’Institut de Management Public et Gestion Territoriale” of Aix-Marseille University. Following the conference, a visit to the Alhambra palace will be organized with transportation and tour guides provided in 3 languages (Arabic, English & French).

The EUROMENA dialogue was created as an offshoot of the MED dialogue spearheaded by Prof. Fouchet at IMPGT. While the MED was restricted to the Mediterranean region, the EUROMENA extends to the entire Arab region. This is reflected in the critical mass that the conference is acquiring with about 100 papers and presentations in total. 120 to 150 participants are expected.

There could be no better place for the EUROMENA dialogues than Granada and Andalusia, a city and region respectively reminiscent of the glorious past of Arab presence in Europe and the symbiosis between cultures of the East and West. Many acknowledge this period as the first seed for European renaissance, best portrayed by Averroes, the great Muslim philosopher. It was through the translations of Averroes’ Commentaries on Aristotle into Latin in the 13th century by Michael Scotus, a Scot, and Hermannus Alemannus, a German, that the revival of true Aristotelianism took place in the West. In fact, Roger Bacon acknowledged that Scotus was largely responsible for the most important change in the history of medieval thought which resulted from the introduction of Averroes’ Aristotle to the Christian West.

The EUROMENA through its permanent theme, Paradigms of public administration, will try to ignite interesting discussions about the comparative practices and thought of PA in the 2 regions. Just like Averroes left an indelible mark on Western philosophical thought, scholars will try to argue the mutual influences of PA thought in the Arab and European regions, beyond the normalizing and standardizing effects of current PA practice. This will be the essence of the dialogue.

The success of this year’s EUROMENA conference is attributable to collaboration of three institutions; The Euro-Arab Foundation based in Granada, the IMPGT of AMU and BIPA; all of whom worked under the leadership of IIAS/EGPA Secretariat to stage this event.
